Disentangling the ‘capacity to act': variegated resources of individuals exerting change agency

In recent decades, attention to the role of actors in regional development has shifted from ‘formal and collective’ individuals change agency. doing so, mobilize their capacity act, which comprises total volume resources accumulated over course life.
